The QUALI-DEC strategy is implemented in 32 facilities (8 per country), selected purposively with the Ministry of Health of Argentina, Burkina Faso, Thailand and Vietnam. The selection of the hospitals reflects the range of maternity care in each country, such as district hospitals, regional or provincial hospitals, private clinics and tertiary/academic hospitals.

National caesarean section rates have been continuously increasing over the past few decades in Latin American and Asian countries. On the other hand, in Burkina Faso, while the national rates have remained almost unchanged since 2000 (around 2%), the facility-based rates in some hospitals have rised up to 40% with unclear medical justification.
